Sec. 2. The objective of this rule is to establish a training and certification program that ensures that all blasts detonated in surface coal mining and reclamation operations are designed, prepared, supervised, and detonated by trained and competent persons who meet the requirements of this article as they relate to blasting in surface coal mining and reclamation operations.
