Sec. 31. (a) Blasting schedule publication and distribution requirements are as follows:

1. (1) Each permittee shall publish a blasting schedule at least ten (10) days, but not more than thirty (30) days before beginning a blasting program in which blasts that use more than five (5) pounds of explosive or blasting agent are detonated. The blasting schedule shall be published in a newspaper of general circulation in the locality of the blasting site.
2. (2) Copies of the schedule shall be distributed to local governments and public utilities and by mail to each residence within one-half (1/2) mile of the proposed blasting area described in the schedule.
3. (3) The permittee shall republish and redistribute the schedule under subdivisions (1) and (2) at least every twelve (12) months.

(b) The blasting schedule shall contain, at a minimum, the following:

1. (1) Identification of the specific areas in which blasting will take place.
2. (2) Days and time periods when explosives are to be detonated.
3. (3) Methods to be used to control access to the blasting area.
4. (4) Types and patterns of audible warning and all-clear signals to be used before and after blasting.
5. (5) Name, address, and telephone number of the permittee.

(c) Before blasting in areas or at times not in a previous blasting schedule, the permittee shall prepare a revised blasting schedule and shall publish and distribute the revised schedule according to the procedures in subsections (a) and (b).

(d) A copy of the public notice and publisher's affidavit or other proof of publication of the public notice required by subsections (a) and (c) shall be filed with the director not later than four (4) weeks after the last date of publication.
