Sec. 145. A person who conducts surface coal mining and reclamation operations, which include the operation of a coal preparation plant that is not located within the permit area for a specific mine, shall obtain a permit under 312 IAC 25-4-106 to conduct those operations and must comply with section 146 of this rule.
