Sec. 135. The objective of this section and sections 136 through 143 of this rule is to meet the intent of IC 14-34-3-5 by:

1. (1) providing financial and other necessary assistance to qualified small operators; and
2. (2) assuring that the director shall have sufficient information to make a reasonable assessment of the probable cumulative impacts of all anticipated mining upon the hydrology of the area and particularly upon water availability.
