Sec. 30. "Community or institutional building" means a structure, other than a public building or an occupied dwelling, that:

1. (1) is used primarily for meetings, gatherings, or functions of local civic organizations or other community groups;
2. (2) functions as an educational, cultural, historic, religious, scientific, correctional, mental health care, or physical health care facility; or

3. (3) is used for:

   1. (A) water supply;
   2. (B) power generation;
   3. (C) sewage treatment; or
   4. (D) other public services.
