Sec. 67. (a) Written policy, procedure, and practice provide that the facility or parent agency supports, engages in, and uses research activities that:

1. (1) are consistent with statutes;
2. (2) are relevant to its programs, services, and operations; and
3. (3) ensure juvenile confidentiality.

(b) The facility administrator reviews and approves all research prior to implementation to ensure compliance with:

1. (1) professional and scientific ethics;
2. (2) agency policy; and
3. (3) state and federal guidelines for the use and dissemination of research finding.

(c) Juvenile participation is voluntary in research programs that are nonmedical, nonpharmaceutical, or noncosmetic.

(d) Access to records is granted for the purposes of research, evaluation, and statistical analysis in accordance with a formal written agreement that:

1. (1) authorizes access;
2. (2) specifies use of data; and
3. (3) ensures confidentiality.

(e) All research results are made available to the facility administrator for review and comment prior to publication or dissemination.
