Sec. 59. Written policy, procedure, and practice provide that all new clerical and limited contact staff, who have minimal or no contact with juveniles, receive sixteen (16) hours of new employee training in addition to orientation training during their first year of employment and sixteen (16) hours of annual in-service training each year thereafter.
