Sec. 5. (a) Written policy, procedure, and practice provide that the facility and its programs are managed by the facility administrator.

(b) The facility administrator's qualifications, authority, and responsibilities are specified in writing by statute or in a position description of the parent agency. The facility administrator's qualifications include:

1. (1) either a:

   1. (A) bachelor's degree in an appropriate discipline; or
   2. (B) completion of a career development program that is equivalent to a bachelor's degree and includes work-related experience, training, and college credits;
2. (2) two (2) years of related administrative experience; and
3. (3) demonstrated administrative ability and leadership.
