Sec. 8. A water utility that files an application for water tracker shall publish notice of the filing at least twenty (20) days prior to the proposed effective date of the water tracker. Notice must be published in a newspaper of general circulation in all counties in which the water utility renders service. The notice must contain the following:

1. (1) The amount of the water tracker to be applied to the water utility's schedule of rates.
2. (2) A statement that the rate change is based solely on the change in the cost of water purchased by the water utility.
3. (3) The name of the supplier.
4. (4) A statement that the rate change will apply to the next practical consumption period following final approval by the commission in accordance with IC 8-1-2-42.
