Sec. 12. Where a tree will be removed, a utility may offer to provide the customer with:

1. (1) a power line compatible vegetation;
2. (2) other replacement plant; or
3. (3) monetary compensation or credit at an amount agreed to by the parties;

provided that the customer agrees not to plant a tree that will encroach into the utility's facilities at a future date and consents to the removal by the utility if that kind of a tree is planted.
