Sec. 0.5. (a) The purpose of this rule is to:

1. (1) provide the requirements for a utility's energy efficiency plan and requests for cost recovery as set forth in IC 8-1-8.5-10; and

2. (2) provide the rules and procedures applicable to the implementation of a utility's:

   1. (A) demand response programs;
   2. (B) energy efficiency programs; and
   3. (C) accompanying cost recovery.

(b) This rule applies to utilities as defined in this rule, unless otherwise noted.
