Sec. 3. (a) Customer facilities are exempt from revenue requirements and associated regulation under IC 8-1-2 as administered by the commission, but the commission shall have authority over rates charged by electric utilities to customer facilities.

(b) On the agreement of an eligible customer and the utility, the customer facility interconnection may be exempt from the requirements of this rule, except for the provisions of section 4(f) and 4(g) of this rule.
