Sec. 2. This rule applies to any investor-owned electric utility, subject to the jurisdiction of the commission, that may now or hereafter be engaged in the:
(1) production;
(2) transmission;
(3) sale; or
(4) distribution;
of electric service and the customer facilities that apply for interconnection with those utilities on or after the effective date of this rule.
