Sec. 2. Where applicable, terms used in this rule shall have the meaning assigned to them in IC 8-1-2-1. The following definitions apply throughout this rule:

1. (1) "Commission" means the Indiana utility regulatory commission.
2. (2) "Consumer affairs" means the consumer affairs division of the commission.

3. (3) "Customer" means any:

   1. (A) person;
   2. (B) firm;
   3. (C) corporation;
   4. (D) municipality; or
   5. (E) government agency;
4. who has agreed to pay for service from a utility, or a person authorized under a valid power of attorney to act on another person's or the entity's behalf.

5. (4) "Utility" means the following:

   1. (A) Electric utilities.
   2. (B) Gas utilities.
   3. (C) Water utilities.
   4. (D) Sewage disposal services.
