Sec. 4. The following types of filings may not be allowed under this rule:

1. (1) Increases to existing rates.

2. (2) Rules and regulations of the utility that:

   1. (A) violate the commission's rules and regulations as found in this title; or
   2. (B) have the effect of being more lenient to the utility than the commission's rules and regulations.
3. (3) A general rate increase.
4. (4) Class rate restructuring.
5. (5) Approval of financing.
6. (6) A request inconsistent with a commission order dealing with the subject matter of the request.
7. (7) A filing for which the utility wants confidential treatment for all or part of the filing.

8. (8) Any:

   1. (A) rates;
   2. (B) charges;
   3. (C) rules;
   4. (D) conditions of service; or
   5. (E) change thereto;
9. that the commission in its discretion determines may not be processed under this rule.
