Sec. 1. Each crossing, other than an exempt crossing, shall result in a toll, payable at the applicable toll rate. The motorist shall be responsible for payment of the toll. Failure to pay the toll in a timely fashion will result in the imposition of additional fees. Failure to pay tolls and fees will lead to a toll violation and other enforcement actions set forth in this article.
