Sec. 13. In the assembly of LCVs before their operation on the Indiana toll road, the permitted company shall do the following:

1. (1) Ascertain the total gross weight of each trailer of the proposed combination.

2. (2) Couple them according to their gross weights with the:

   1. (A) heaviest trailer coupled to the tractor; and
   2. (B) lightest trailer in the rear.
