Sec. 12. Coupling devices shall be designed, constructed, and installed and the vehicles in an LCV shall be designed and constructed as to ensure that any LCV traveling on a level, smooth, paved surface will follow in the path of the towing vehicle without shifting or swerving from side to side over three (3) inches to each side of the path of the towing vehicle when the towing vehicle is moving in a straight line.
