Sec. 2. The following are prohibited on any portion of the toll road, including all toll plazas and travel plazas:

1. (1) The solicitation of a ride, commonly known as hitchhiking.
2. (2) Stopping any vehicle for the purpose of picking up or discharging a hitchhiker.
3. (3) Loitering.
