Sec. 1. The following shall not travel on the toll road under any circumstances:

1. (1) Pedestrians.
2. (2) Bicycles.
3. (3) Motorcycles with less than one hundred twenty-five (125) cubic centimeters displacement.
4. (4) Vehicles drawn by animals.
5. (5) Aircraft.
6. (6) Vehicles with improperly secured loads.

7. (7) Vehicles with any of the following:

   1. (A) Metal tires.
   2. (B) Solid tires.
   3. (C) Deflated pneumatic tires.
   4. (D) Caterpillar treads.

8. (8) Vehicles towing another vehicle that does not have the following:

   1. (A) A proper tow bar.
   2. (B) Safety chains.

9. (9) Vehicles that are deemed, in the opinion of a police officer, to be as follows:

   1. (A) Unsafe.
   2. (B) Such as to create a hazard upon the toll road.
