Sec. 3. Upon entering a traffic lane from a travel plaza, interchange, shoulder, or entrance ramp, the operator of a vehicle shall do the following:

1. (1) Use the acceleration lane or shoulder.
2. (2) Enter the outer traffic lane with caution so as not to interfere with or endanger traffic.
3. (3) Yield the right-of-way to vehicles already on the traffic lanes.
