Sec. 3. Unless the authority expressly states to the contrary, a rule issued by the authority does not affect:

1. (1) rights or liabilities accrued;
2. (2) penalties incurred;
3. (3) crimes committed; or
4. (4) proceedings begun;

before the effective date of such rule. Those rights, liabilities, penalties, crimes and proceedings continue, shall be imposed and shall be enforced as if such rule had not been issued.
