Sec. 8. "Facility relocation" means any activity involving a facility that is needed for an improvement project including, but not limited to, the following:

1. (1) Abandoning.
2. (2) Altering.
3. (3) Deactivating.
4. (4) Installing.
5. (5) Maintaining.
6. (6) Modifying.
7. (7) Moving.
8. (8) Removing.
9. (9) Supporting.
