Sec. 8. Any creditor of an apparent owner claiming an interest in unclaimed property in the custody of the attorney general shall file the following with the attorney general:

1. (1) A certified copy of a final judgment establishing the debt owed by the apparent owner.
2. (2) Proof that the judgment is first in time within the apparent owner's county of residence.
3. (3) Proof by affidavit or otherwise that the debt has not been extinguished by the statute of limitations and has not been satisfied in whole or in part.
