1. (a) Except as provided in subsection (b), if a dealer license plate or registration card issued under this chapter or IC 9-31-3-19 is lost, stolen, or destroyed, the dealer may apply for a replacement dealer license plate or registration card in the form and manner prescribed by the secretary.

2. (b) If a dealer license plate or registration card is lost or stolen, the secretary may not issue a replacement dealer license plate or registration card until the dealer to whom the dealer license plate or registration card was issued:

   1. (1) has notified:

      1. (A) the Indiana law enforcement agency that has jurisdiction where the loss or theft occurred; or
      2. (B) the law enforcement agency that has jurisdiction over the address of the dealer's established place of business; and
   2. (2) presents to the secretary on a form prescribed by the secretary a report completed by the law enforcement agency that was notified under subdivision (1).
