1. (a) Subject to IC 9-32-11-20 , the following persons must be licensed under this article:

   1. (1) An automobile auction company.
   2. (2) A converter manufacturer.
   3. (3) A used motor vehicle dealer.
   4. (4) A distributor.
   5. (5) An automotive salvage recycler.
   6. (6) A watercraft dealer.
   7. (7) A manufacturer.
   8. (8) A transfer dealer.
   9. (9) An automotive mobility dealer.
   10. (10) A manufactured home dealer.

   11. (11) A new motor vehicle dealer.

       The persons listed in this subsection are the only persons eligible for a license under this article.

2. (b) After January 1, 2018, an automotive mobility dealer must hold an automotive mobility dealer endorsement issued under this article.

3. (c) After January 1, 2018, an automotive mobility dealer that fails to be licensed and hold an automotive mobility dealer endorsement under this article, and engages in the business of:

   1. (1) selling;
   2. (2) installing;
   3. (3) servicing; or

   4. (4) soliciting or advertising the sale, installation, or servicing of;

      equipment or modifications specifically designed to facilitate use or operation of a motor vehicle or watercraft by an individual who is disabled or aged commits a Class A infraction.
