1. (a) The bureau shall develop and implement a commercial driver's license program to:

   1. (1) issue commercial driver's licenses, commercial learner's permits, and related endorsements and restrictions; and
   2. (2) regulate persons required to hold a commercial driver's license.
2. (b) Subject to IC 8-2.1-24-18 , the program under subsection (a) must include procedures required to comply with 49 CFR 383 through 49 CFR 399.

3. (c) The bureau may adopt rules under IC 4-22-2 to implement this chapter.
