1. (a) A manager or an employee may use any of the following methods to transmit paper copies of voter registration applications under section 4 of this chapter:

   1. (1) Hand delivery to the county voter registration office.
   2. (2) Delivery by the United States Postal Service, using first class mail.

2. (b) A county voter registration office:

   1. (1) shall process a voter registration application transmitted in electronic format from a license branch; and

   2. (2) is not required to receive the paper copy of a voter registration application from a license branch before:

      1. (A) approving or denying the application; and
      2. (B) mailing a notice of approval or denial to the applicant.
3. (c) After January 1, 2015, a county voter registration office shall scan an image of the paper copy of the registration application form into the computerized list established under IC 3-7-26.3 .
