1. (a) If a holder of a public passenger chauffeur's license applies after December 31, 2016, for a replacement of the public passenger chauffeur's license, the bureau shall issue to the holder an operator's license with a for-hire endorsement if the holder:

   1. (1) applies in a form and manner prescribed by the bureau; and
   2. (2) satisfies the requirements for replacement of an operator's license, including the fee requirements under this chapter.
2. (b) An operator's license with a for-hire endorsement issued under this section remains valid until the date on which the public passenger chauffeur's license that was replaced expires.
3. (c) This section expires July 1, 2021.
