Ind. Code § 9-18.1-12-3
(a) A person that owns a vehicle may apply to the bureau for a temporary delivery permit to operate the vehicle without obtaining a certificate of title or registration for the vehicle as set forth in subsection (b). The bureau shall issue the person a temporary delivery permit after the person does the following:
(2) Pays a fee of eighteen dollars ($18). The fee shall be distributed as follows:
(b) A temporary delivery permit issued under subsection (a) is valid for a period of ninety-six (96) hours beginning with the time of issuance and authorizes the person or the person's agent or employee to operate the vehicle upon a highway for the purpose of delivering, or having delivered, the vehicle to any of the following locations:
(d) A person that uses a temporary permit:
(2) for a purpose not specified in subsection (b);
commits a Class C infraction.
