1. (a) The bureau shall collect an administrative penalty of fifteen dollars ($15) from the following persons:

   1. (1) A person that fails to:

      1. (A) register; or

      2. (B) provide full payment for the registration of;

         a vehicle within forty-five (45) days after the date on which the person acquires the vehicle.

   2. (2) Except as provided in subsection (b), a person that fails to:

      1. (A) renew; or

      2. (B) provide full payment for the renewal of;

         the registration of a vehicle by the date on which the registration expires.

   3. (3) A person who:

      1. (A) owns a vehicle;
      2. (B) becomes an Indiana resident; and

      3. (C) fails to register or provide full payment for the registration of;

         a vehicle within sixty (60) days after the person becomes an Indiana resident.

2. (b) An administrative penalty collected under subsection (a) does not apply to a person who has filed an affidavit under section 4(b) of this chapter.
3. (c) An administrative penalty collected under subsection (a) shall be deposited in the commission fund.

4. (d) A person described in subsection (a) commits a Class C infraction.
