Ind. Code § 9-18.1-11-10
(a) A person that owns a vehicle may apply to the bureau in a manner and form prescribed by the bureau to display on the vehicle a license plate that is different from the license plate that is displayed on the vehicle at the time of application. The bureau shall issue the different license plate and an amended certificate of registration after the person pays the following:
(b) The fee described in subsection (a)(2) shall be distributed as follows:
(6) Five dollars ($5) to the commission fund.
