This chapter applies to the following:

1. (1) Each county having a consolidated city.
2. (2) Each city having a population of more than sixty-nine thousand (69,000) and less than sixty-nine thousand five hundred (69,500).
3. (3) Each county having a population of more than one hundred thousand (100,000) and less than one hundred ten thousand (110,000).
4. (4) Each county having a population of more than three hundred fifty thousand (350,000) and less than four hundred thousand (400,000).
5. (5) Each county having a population of more than one hundred eighty thousand (180,000) and less than one hundred eighty-five thousand (185,000).
6. (6) Each county having a population of more than one hundred ten thousand (110,000) and less than one hundred twelve thousand (112,000).
7. (7) Each city having a population of more than fifty-four thousand (54,000) and less than fifty-eight thousand (58,000).
