The purpose of this chapter is to:

1. (1) promote the public welfare and national security;
2. (2) serve the public interest, convenience, and necessity;
3. (3) promote air navigation and transportation (international, national, state, and local) in and through Indiana;
4. (4) increase air commerce;
5. (5) promote the efficient, safe, and economical handling of air commerce; and
6. (6) assure the inclusion of Indiana in national and international programs of air transportation.
