"Facility project" means a project to plan, design, acquire, construct, reconstruct, equip, improve, extend, expand, lease, operate, repair, manage, maintain, or finance any of the following that are or will be owned by or leased in the name of the state or the authority and are the subject of a public-private agreement under this article:

1. (1) A state park inn and related improvements in an existing state park located in a county with a population of more than two hundred thousand (200,000) and less than three hundred thousand (300,000).

2. (2) Communications systems infrastructure, including:

   1. (A) towers and associated land, improvements, foundations, access roads and rights-of-way, structures, fencing, and equipment necessary, proper, or convenient to enable the towers to function as part of the communications system;
   2. (B) any equipment necessary, proper, or convenient to transmit and receive voice and data communications; and
   3. (C) any other necessary, proper, or convenient elements of the communications system.
