As used in this chapter, "wind power regulation" refers to any ordinance or regulation, including any:

1. (1) zoning or land use ordinance or regulation; or

2. (2) general or specific planning ordinance or regulation;

   that is adopted by a unit and that concerns the permitting, construction, installation, siting, modification, operation, or decommissioning of wind power devices in the unit.
