It is a Class C misdemeanor for a person to recklessly hinder, obstruct, interfere with, or prevent the observance or enforcement of any of the following:

1. (1) A provision of this title.
2. (2) A rule or regulation of the commission adopted in the administration of this title.

3. (3) An order of the commission to suspend or revoke a permit or certificate issued under this title.
