A qualified unit shall pay hiring incentives provided under this chapter from revenues received by the qualified unit under:

1. (1) IC 6-3.5-1.1-15 ;
2. (2) IC 6-3.5-6-19 ;
3. (3) IC 6-3.5-7-13.1 ; or
4. (4) any combination of the sources listed in subdivisions (1) through (3).
