1. (a) Except as provided in subsection (b), a state agency must complete any incomplete contracts that were scheduled to expire in the previous biennium in a manner prescribed by the department.
2. (b) A state agency may apply to the department and the budget agency to receive a waiver from the requirements in subsection (a).
