As used in this chapter, "domestic violence prevention and treatment center" means an organized entity:

1. (1) established by:

   1. (A) a city, town, county, or township; or
   2. (B) an entity exempted from the gross retail tax under IC 6-2.5-5-25 (a)(1)(B); and
2. (2) created to provide services to prevent and treat domestic or family violence.
