As used in this chapter, "claimant" means any of the following individuals filing an application for assistance under this chapter:

1. (1) A victim.
2. (2) A surviving spouse of a victim.
3. (3) A legal dependent of a victim.
4. (4) A family member of a victim.
5. (5) A personal representative of a victim.
