"Program" or "programs" means:

1. (1) the drinking water program established under IC 5-1.2-10 ;
2. (2) the Indiana brownfields program established under IC 5-1.2-12 ;
3. (3) the flood control program established under IC 5-1.2-13 ;
4. (4) the water infrastructure assistance program established under IC 5-1.2-14 ;
5. (5) the local transportation infrastructure program established under IC 5-1.2-15 ;
6. (6) the storm water management program;
7. (7) the supplemental program established under IC 5-1.2-11 ;
8. (8) the wastewater program established under IC 5-1.2-10 ;
9. (9) the water infrastructure grant program established by IC 5-1.2-14.5 ; and
10. (10) the residential housing infrastructure assistance program established by IC 5-1.2-15.5 .
