The fund consists of the following:

1. (1) Taxes paid into the fund under IC 4-31-9-3 (b)(2).
2. (2) Transfers from the Indiana horse racing commission under IC 4-35-7-12.5 .
3. (3) Appropriations made by the general assembly.
