There is annually appropriated to the budget agency a sufficient amount from the build Indiana fund for the budget agency to:

1. (1) carry out its responsibilities under this chapter; and
2. (2) notwithstanding IC 5-11-4-3 , pay the expense of examination and investigation of accounts related to a state or local capital project.
