(b) To qualify for the position of deputy director, a person must:

1. (1) be a graduate of a college or university of recognized standing;
2. (2) have had special training in the nature, relative value, and use of historical source material;
3. (3) have had special training in the editing of historical publications; and
4. (4) possess such other qualifications as the board, in its discretion, may deem necessary.

(c) The deputy director reports to the director.
