1. (a) Except as provided in subsection (b), this chapter does not apply to the following:

   1. (1) The state police department.
   2. (2) A state educational institution (as defined in IC 21-7-13-32 ).
   3. (3) A political subdivision (as defined in IC 3-5-2.1-79 ).
2. (b) Sections 8, 9, and 10 of this chapter apply to the state police department.
