Notwithstanding IC 4-13.1-1-4 , as used in this chapter, "state agency":

1. (1) means an authority, a board, a branch, a commission, a committee, a department, a division, or another instrumentality of:

   1. (A) the executive, including the administrative; or

   2. (B) the legislative;

      department of state government; and

2. (2) does not include the judicial department of state government.
