As used in this chapter, "state agency" means any of the following:

1. (1) A state agency (as defined in IC 4-13-1-1 ).

2. (2) Any other authority, board, branch, commission, committee, department, division, or other instrumentality of the executive branch of state government, including the following:

   1. (A) A state educational institution.
   2. (B) A license branch operated or administered under IC 9-14.1 .
   3. (C) The state police department created by IC 10-11-2-4 .
