The department of state revenue shall annually notify the Indiana finance authority, the commission, the budget agency, and the owner or owners of a qualified motorsports facility of the sum of:

1. (1) the amount determined under section 11 of this chapter; and

2. (2) the amount reverted to the state general fund from the motorsports facility fund established under IC 5-1-17.5-30.5 ;

   which sum shall be credited to the obligations of the owner or owners of a qualified motorsports facility in accordance with the provisions of IC 5-1-17.5 .
