(a) This chapter applies to the following:

1. (1) All municipalities.
2. (2) A county having a consolidated city that establishes a consolidated law enforcement department under IC 36-3-1-5.1 .

(b) Section 2 of this chapter applies to any other political subdivision that employs full-time, fully paid firefighters.
